Engine compartment sealed too tight
Boat bottom
Not enough air for engine to run properly
Dirty (marine growth), hook, rocker
Idle mixture settings, accelerator pump
adjustments, linkage binding, choke
adjustment, carburetor flooding over, main
fuel jets
